Man Convicted in Deadly Shooting in Silver Spring Garage

A man was found guilty Wednesday of first-degree murder for shooting and killing a man in a downtown Silver Spring parking garage in 2023.

On Thursday, County State’s Attorney John McCarthy said the victim, 21-year old Kymani Bailey, “was simply walking two young women back to their car, and he was shot at by an individual who did not even know who he was.”

Ramone Ramsay, 32, was also convicted of two counts of attempted first-degree murder, three counts of use of a handgun in commission of a felony and one count of illegal firearm possession, according to the Montgomery County State’s Attorney’s Office (MCSAO).

According to MCSAO, one night in July 2023 Ramsay was kicked out of an area nightclub due to his behavior. Shortly after around 2:40 a.m., Ramsay opened fire on Bailey and two women Bailey was with in a parking garage near Thayer and Silver Spring avenues, killing Bailey. Ramsay did not know the victims.

Ramsay faces the potential of life in prison without parole. Sentencing is scheduled for April 28.

According to MCSAO, in 2020 Ramsay was in prison for a prior conviction involving drug and firearm possession but got a compassionate release due to COVID-19.
