FBI Agent Eduardo Valdivia, 40, of Gaithersburg has been indicted by a grand jury Thursday on 19 counts after he was accused of raping women inside a Gaithersburg tattoo studio.
“The third victim came forward after the news media reports regarding the first two victims,” County State’s Attorney John McCarthy said Thursday.

All 19 indictments are sexual offenses, including eight counts of rape. Valdivia potentially faces 180 years in prison.
Two women alleged they were raped inside DC Fine Line Tattoos at 9841 Washingtonian Boulevard, according to police in November. The victims did not know Valdivia’s employment status as an FBI agent or his real identity. They knew him under names including “Lalo Brown.”
Valdivia was previously acquitted of attempted murder and related charges after he shot and wounded a passenger on a Red Line Metro train in Bethesda in 2020.
