Carmen Facciolo, the first ever civilian assistant police chief, is no longer employed by Montgomery County after being suspended in June 2022, according to county government officials.
Facciolo was placed on administrative leave in early June, just one year after his appointment by County Executive Marc Elrich. In a virtual briefing Wednesday, Elrich said he couldn’t “think of anything we missed” in regards to the screening process when hiring Facciolo.
Serving as a civilian alongside the Montgomery County Police Department (MCPD), Facciolo’s position was meant to serve as a liaison between the community and the police department.
Facciolo was previously employed as deputy chief overseeing the Strategic Enforcement and Intergovernmental Relations Division at the Bronx District Attorney’s Office. He directed all intelligence and crime strategy efforts, liaised between the District Attorney’s Office and all levels of law enforcement agencies, and coordinated the county’s response to major incidents, like mental health and crisis intervention services.
Public information officer Shiera Goff confirmed that Facciolo is no longer employed with Montgomery County Police, but stated she could not comment on the situation due to it being a “personnel matter.”
Elrich said the confidentiality was not a matter of transparency, but a matter of being in compliance with the Maryland Public Information Act, which states personnel matters are not allowed to be disclosed to the public.
The county executive said he didn’t “anticipate on changing” the law if reelected.
