In 1980, the Montgomery County Council set aside more than 90 thousand acres in the northwest part of the county to ensure the existence of farmland and rural space. New houses were required to sit on 25-acres, limiting the population.
Today it is home to 558 farms and nearly 15 thousand people. It was planned to be a pastoral paradise in a rapidly developing county. But lately, Upcounty residents are apt to say, “We don’t count less because we have less people.”
