Montgomery County Department of Police (MCPD) arrested and charged Owen Roland Kirill Fowler, 25, of Bethesda, with Gross Negligent Manslaughter by Vehicle for a fatal collision.
On March 9 at approximately 12:19 a.m., MCPD and Montgomery County Fire and Rescue Services (MCFRS) responded to a collision on Connecticut Avenue.
According to a press release, Fowler drove a white 2012 Mercedes SLK convertible, and Jobani Alfredo Cruz, 30, of Washington D.C., drove a white 2023 Dodge Ram 1500. MCPD said Fowler and Cruz engaged in a speeding contest when Cruz’s truck struck Fowler’s car near Primrose Street.
Fowler’s car overturned on the roadway, while Cruz’s truck ran off of the road, struck multiple trees and a utility pole and overturned, according to the release. Cruz was ejected from his truck and pronounced dead at the scene, and Fowler was hospitalized with non-life-threatening injuries per the release.
The Collision Reconstruction Unit (CRU) said Cruz had a blood alcohol content (BAC) of 0.12 which is above the legal limit and reached 64 mph in a 30-mph zone when he struck Fowler’s car. Fowler had a revoked privilege to drive and did not have a valid driver’s license at the time of the collision according to the CRU.
MCPD arrested Fowler on Nov. 27 and transported him to the Montgomery County Central Processing Unit. Fowler was released after posting 10% of a $5,000 bail, according to the release.
