Montgomery County Councilmembers introduced a bill and a zoning text amendment Tuesday that would firm up the rules for short term transient residential rentals, including bed and breakfast establishments.
The proposed changes are being considered at the request of County Executive Marc Elrich.
Under the bill and zoning text amendment, enforcement responsibility would shift from the Department of Health and Human Services to the Department of Housing and Community Affairs.
The bill would increase the maximum penalty to $1,000 per day for violations and amend the application process for a bed and breakfast or short-term residential rental license.
Under the proposed rules, owners must keep records of who is staying at their residence including their driver’s license.
The zoning text amendment addresses difficulties in enforcement and clarifies the number of rental days and property ownership.
A public hearing for the bill and the zoning text amendment will be held June 13.
