David McBain, who has been with the Montgomery County Police Department for 31 years, was promoted to Assistant Chief of the Field Services. He has been acting assistant chief since July and previously was commander of the 3rd District.
Following their interview earlier this month, County Councilmembers unanimously confirmed McBain’s appointment Tuesday.
During his tenure as 3rd District commander, McBain established the Downtown Silver Spring Task Force and prioritized supporting the unhoused community by assigning a Crisis Intervention Officer. He deployed technology including cameras and automated systems, to assist officers in their fight against crime.
He strove to strengthen relations between the police department and the community.
McBain has a Bachelor of Science degree in criminology from the University of Maryland University College, and an associate’s degree in criminal justice from Montgomery College. A resident of Montgomery County, he is married and has three children.
