Driver Charged in 2023 Germantown Fatal Crash With Bicyclist

Police said a Gaithersburg man has been charged after he fatally struck a bicyclist in Germantown last year.

Kevin Antonio Flores, 22, was arrested on charges of criminally negligent manslaughter by vehicle, according to the Montgomery County Police Department (MCPD).

David Glenn Jenkins, II, 28, of Germantown was pronounced dead at the scene in the Aug. 2023 crash on Frederick Road and Gunners Branch Road.  

Flores was driving an Acura RSX and Jenkins was on a Free Agent Telum bicycle. 

According to police, Flores was driving on Frederick Road at high speed when he struck Jenkins, who was on a crosswalk going westbound toward Gunners Branch Road. Then, Jenkins was struck by drivers in two other cars who were in the same lane behind Flores.

Police stated Flores was going around 72 mph in a 40 mph zone when he struck Jenkins.

“The second and third collisions were deemed to be unavoidable,” according to police.

Flores was released on a $20,000 unsecured personal bond.
