Jose Antonio Garcia, 45, of Germantown, was arrested and charged in connection with an Oct. 15, 2022 fatal car crash.
According to Montgomery County Police, Garcia was driving a blue 2006 Jeep Grand Cherokee and began turning left from northbound Frederick Road onto westbound Plummer Drive when he struck a silver 2006 Ford F250 that was headed south on Plummer Drive.
Jose Vidal Urias Beltran, 30, of Germantown was a passenger in the Jeep Grand Cherokee. He was pronounced dead at the scene.
Garcia was arrested Dec. 23, 2023 and charged with manslaughter, negligent homicide and other traffic offenses. He is being held without bond.
