Man Held Without Bond in 2001 Murder of Chevy Chase Woman

Eugene Teodor Gligor, of Washington, D.C., was held without bond Monday in connection with a murder that occurred 23 years ago.

He is charged with first-degree murder in the death of Leslie Preer, who was strangled, according to court charging documents.

His preliminary hearing is set for July 19 at Montgomery County District Court in Rockville.

According to court documents, on May 2, 2001, Preer’s husband went to his home on Drummond Street in Chevy Chase after receiving a call from his wife’s employer that she had not shown up for work. Her employer also went to the residence.

When they arrived, both men saw “blood spatter and smeared blood on the walls near the front door, as well as dried blood on the floor in the corner by the door, a puddle of water on the floor near the door, a corner table was knocked over and a rug with blood stains was moved away from the floor into the living room.”

The employer called 911. Police arrived and searched the home. They found Preer inside the upstairs master bedroom shower door. She was deceased, according to court records. There were numerous cuts to her head.

According to court documents, the perpetrator had tried to clean up the blood and had physically carried Preer’s body upstairs to the shower stall, where he turned on the water and attempted to wash away her blood and stop new blood from flowing.

An autopsy was conducted. Seven lacerations to her head and deep bruising around the neck that indicated strangulation were observed. Also, bruises were found on her body and arms.

No match from DNA obtained at the scene was found at the time, according to court documents.

In September of 2023, the DNA from the crime scene was evaluated again. This time, a match was found, according to court documents, with Preer’s daughter’s previous boyfriend, Gligor.

Gligor previously had been arrested for weapons possession, driving under the influence and theft. His DNA was not collected during these arrests.

Earlier this month, police were at Dulles Airport where Gligor was spotted drinking from and then discarding a water bottle. That bottle was tested for his DNA, and it came up as a positive match, according to court documents.
