MCPS Systemwide Athletics Director Sullivan Named Dr. Edward Shirley Award Recipient

Dr. Jeffrey Sullivan, systemwide athletics director for Montgomery County Public Schools (MCPS), has been named the recipient of the 2025 Dr. Edward Shirley Award for Excellence in Educational Administration and Supervision.

The award is given by the Montgomery County Association of Administrators and Principals (MCAAP), an MCPS employee union.

“I’m deeply honored to be named recipient of the 2025 Dr. Edward Shirley Award” Sullivan told MCM. “I am blessed to serve MCPS Athletics and our broader community in Montgomery County, the state of Maryland, and beyond, creating opportunities for our student-athletes, coaches, staff, schools, and communities to thrive. I want to thank MCAAP for this prestigious honor and the countless people who make the magic happen across MCPS Athletics.”

“Under Dr. Sullivan’s leadership, MCPS athletics has grown to provide equitable opportunities for all student-athletes, promote sportsmanship and well-being, and ensure that athletics remain an integral part of the educational experience,” per a statement from MCAAP.

Sullivan was involved with kicking off varsity pickleball and girls’ flag football at county high schools.

“Throughout his tenure with MCPS, Sullivan has been committed to fostering student success and advancing athletic programs from creating equitable opportunities for all student-athletes to engaging the community to positively influencing students, coaches and administrators,” reads a statement from MCPS.

Sullivan started his career as a physical education teacher at Paint Branch High School, later serving as athletic director at Paint Branch and Clarksburg high schools. He was appointed MCPS systemwide athletics director in 2017.

“Leading our program and engaging with so many upstanding leaders and people is a blessing each and every day. Having my name mentioned with Dr. Shirley and the previous winners is an honor that I will cherish forever” Sullivan said.

The annual Dr. Edward Shirley Award goes to “an outstanding administrator within the Montgomery County Public Schools (MCPS) system who demonstrates exemplary leadership and dedication to education,” according to MCAAP.
