Parents of a 17-year-old girl have been charged with homicide after their daughter died in their care. They also were charged with neglect of six of their other minor children.
Dominique and Cynthia Moore, of Montgomery Village, both are charged with one count of second-degree murder and six counts of neglect of a minor. They were arrested Wednesday.
According to Montgomery County Police, the daughter had Multiple Sclerosis and diabetes and was diagnosed with COVID in May of 2022.
Police went to their home on Quill Place at that time for a medical emergency. Officers spoke with Cynthia Moore, 40, and Dominique Moore, 45. Cynthia Moore told police her daughter was having trouble breathing and had collapsed.
She also told police that their daughter hadn’t been seen by a doctor in two years.
Montgomery County Fire and Rescue were at the house and pronounced the teenager dead.
According to police, the family was living in squalor. Because of unsanitary conditions, six children ranging in age from five to 15 years, were removed from the home and placed with Child Protective Services.
There were two other children living there, both older than 18 years.
The 17-year-old daughter’s body was taken to the Office of the Chief Medical Examiner in Baltimore for an autopsy. The death was ruled a homicide.
