
Jose Isaac Zelaya of Rockville faces manslaughter charges in connection with a pedestrian collision on Viers Mill Road in December of 2023.
According to Montgomery County Police, Zelaya, 24, was arrested May 3. He was charged with allegedly striking and killing Teresa Moreno De Melia, 70, of Rockville as she crossed Viers Mill Road at Atlantic Avenue. Following that initial collision, she was struck by a second driver.
Following an investigation, police officers determined that Zelaya was speeding at the time.
Zelaya is charged with negligent driving, exceeding the speed limit, driving in excess of reasonable and prudent speed on highway, failure to exercise due care to avoid pedestrian collision and manslaughter by vehicle – criminal negligence.
Zelaya was released on bond and faces a June 17 trial.
The driver of the second vehicle has not been charged.
